When a city is badly broken, it can be very tough to fix. Just ask Darren Green, president of a coalition of community groups in Trenton, N.J., where deep budget cuts in 2011 forced the city to lay off a third of its police force. “We’re at a place now where it’s very dangerous to walk the streets,” he said, his thoughts periodically interrupted by the distant sound of passing sirens. “The school system is dysfunctional and not working. You have young people who are robbing elders. Young people who are destroying communities. With no leadership and the community in disarray, there’s a lot of bad here.”

Obama’s decision to suspend the employer mandate of the Affordable Care Act (“Obamacare”) for a year “raises grave concerns about his understanding of the role of the executive in our system of government.” And with his epic announcement at a press conference last Thursday that he has decided to suspend the regulations that caused the termination of millions of Americans’ health insurance plans (supposedly because they were “substandard”), he was at it again. Specifically, Article II, Section 3, of the Constitution states that the president “shall take Care that the Laws be faithfully executed,” and McConnell emphasizes that “this is a duty, not a discretionary power. While the president does have substantial discretion about how to enforce a law, he has no discretion about whether to do so.”

Between Oct. 1, 2013, the first day of fiscal 2014, and Nov. 14—which was less than a month after Congress agreed to temporarily suspend the legal limit on the federal debt—the Treasury was forced to issue more than $1 trillion in new debt. During that time, according to the Daily Treasury Statement, the Treasury issued $1,014,215,000,000 in new bills, notes, bonds and other securities.
