Did you know that Arkansas is the 5th state to become a Constitutional Carry state? Originally HB 1700, now known as Act 746, went into effect August 16th, 2013. Act 746 states, it is now legal to carry a "weapon" (i.e., Handgun, Knife, or Club) as long as you DO NOT "unlawfully employ" the weapon. The language of this law is similar to that of Vermont's Constitutional Carry law that has been in effect since statehood. Here is a link to Act 746. Please read these changes to statutes § 5-73-119 and § 5-73-120. Arkansas Code § 5-73-120 is the statute that decriminalized the carrying of a weapon for self defense.
You might be asking yourself, what is "Constitutional Carry"? In the United States, Constitutional Carry is a situation within a jurisdiction in which the carrying of firearms, concealed or not, is generally not restricted by the law. When a state or other jurisdiction has adopted Constitutional Carry, it is legal for law-abiding citizens to carry a handgun, firearm, or other weapon open/concealed with or without an applicable permit or license. The scope and applicability of such laws or proposed legislation can vary from state to state.
The phrase "Constitutional Carry" reflects the view that the Second Amendment to the United States Constitution permits no restrictions or other regulations on gun ownership, although District of Columbia v. Heller, decided by the Supreme Court of the United States in 2008, suggests that some state or local controls may be allowed, at least as to certain types of weapons.
Arkansas Carry has held 15 open carry walks to date and are planning on having a statewide walk on August 16th, 2014 to celebrate the one year anniversary of Act 746. These walks are being held in Fort Smith, Jonesboro, Beebe, Little Rock, Hot Springs, and Monticello. The walks are to celebrate Constitutional Carry, so you can carry open or concealed, without a permit, it's personal preference. Or if you don't feel comfortable carrying, just come out and show your support.

It is a misdemeanor offense for anyone to drive a vehicle subject to plate impoundment without obtaining and displaying the whiskey plates (even if the driver has never been involved in a DWI incident). If a driver owns or co-owns multiple vehicles, he must obtain whiskey plates on all vehicles that are to be driven during the impoundment period.... Special registration plates issued must be displayed for at least one year from the date of incident. In some cases, special registration plates must be displayed for much longer than one year (multiple DWI offenses and other driving without license violations.)

Is this how things will go down in the United States in the aftermath of the planned collapse of the economy and the destruction of the American standards of living?
Though Venezuela seems world’s apart from the events in the United States, this same level of unrest can grow quickly along the lines of division that have been sharpening under President Obama’s two terms and the false “recovery” imposed by bankers intent on bringing everyone to their knees.
For now, the biggest difference is that Americans still have their guns, and the militia are still of, by and for the people.
