Nebraska declares state of emergency in bird flu outbreak
Nebraska Governor Pete Ricketts declared a state of emergency on Thursday, after federal agriculture officials confirmed a second farm site had tested positive for the rapidly spreading avian flu virus. The declaration follows earlier, similar actions by governors in Wisconsin, Minnesota and Iowa, whose states have all been hard hit by the ongoing bird flu outbreak that has led to the culling of more than 33 million birds in 16 U.S. states.

Jade Helm 15: Big Spring's Mayor Says Landowners "Sold Out", Were Paid to Accommodate Drill

BIG SPRING - Military officials have negotiated contracts with local ranchers to conduct Jade Helm training on their property, according to Big Spring Mayor Larry McLellan.

However, he said residents will not be "forced out of their homes" to accommodate troops during the large-scale military exercise, scheduled to run July 15 through September 15.

McLellan had no details about the contracts supposedly offered to Big Spring homeowners. Military officials were not available to answer questions about how many ranchers were being displaced or inconvenienced due to Jade Helm, and how much they would receive in compensation.

Jade Helm operations planners previously confirmed training will only be conducted on private and public land with the permission of landowners or regional authorities.

One lifelong Big Spring resident told NewsWest 9 he would not accept any amount of money to surrender his home to troops.

Consumer Fear Slows Economy
While the bull markets continue to surge higher, the underlying fundamentals continue to erode. At the root of the fundamentals' collapse is the fear-induced reluctance of Americans to part ways with the currency they've grown up with even though its' purchasing power is dwindling.

In effect, America is currently undergoing a Consumer Recession. The government has nobody to blame but itself.

In retail sales, one of the most widely followed barometers of the economy's health as demand is a huge factor, April's figures were one of the worst since mid-2008. Even adding in the volatile vehicle arena (normally not included because of its' whimsical, totally discretionary nature) retail sales gained but .72% annual growth in April. Inflation through the unprecedented printing press run demands more.

Looking at some other sectors (unadjusted and year-to-year for April) shows how keenly the consumers' reluctance to part with even valueless dollars is becoming. Retail, excluding food and auto sales, was down 1.8%. General merchandise stores were off 1.52%. This accumulating downward pressure has been building for five months. That pressure can trigger a recession on its own much like accumulating pressure can cause earthquakes.

But how can you feel the pressure? Where would one look to find clues of the pressure?

Oil prices are on the rise again, regaining as much as a dollar a gallon at the pump since mid-March. Yet the Federal Reserve's latest review of April economic growth released early today indicates factory production stalled "as manufacturers were dealt blows by a strong dollar and cheap oil."

Do you see how they are still expecting the American consumer to spend more than he earns? Do you see how they still cling to the myth the dollar is solvent based solely on how poor the rest of the world's currencies are performing?

Reading on in the report and you find "soft export demand, caused by a strong dollar and weaker global markets, continued to diminish American manufacturing activity in April, while oil companies curtailed operations to cope with low fuel prices."

What they are telling you is the rise in oil prices has nothing to do with proven reserves but is strictly due to American oil companies closing down production.

That is so false. Many countries, reliant on the flow of oil, are still raising production levels in a vain attempt to refill coffers. While American refineries are still operating near peak levels the refined fuel is not going into distribution but is being held in storage in an effort to get higher value. But even this ploy is not helping retail sales.

The monkey wrench comes when the Fed admits industrial production declined .3% for a second straight month. This coincides with the continued decline in factory capacity. Despite the steep reduction in total capacity through factory closings in the opening months of the recession, total capacity being used is still declining. In March the usage level was an anemic 78.6% but April's usage dropped another .4%. That is a bright red light for the economic outlook.

What is worse for the global economy is America's capacity usage is still leading the way. Where an 83-88% rate used to be the non-wartime norm for industrial use, smaller capacity has not helped improved the use factor--it has continued a downward spiral. An example is in the steel industry. America's steel capacity used to be near 10 million tons daily. We are at less than a tenth of that now yet capacity use continues to decline and slipped to 73% in April.

Yet all the negative statistics are swept under the rug because of an optimistic report from the Institute for Supply Management which claims future bookings for factory orders reached a high for 2012 in April.

Yet in the same report the ISM did admit that inventories are nearing an all-time high. Something is wrong somewhere in the calculations. Why would already over-stocked suppliers need to order more material? Yet that is what the ISM is basing its positive note on.

The American consumer is the key in all this. He has seen the government assume control of pension plans and has heard it promise to fulfill the obligations of those shorthanded plans by tapping more taxpayer dollars. He has seen the government promise to help the "middle class" consumer but has seen it mostly help the 1%. He is losing faith in government's sweeping "fundamental transformation of America."

The American consumer is scared and showed it by not spending the gas pump savings. He is scared of the future for the first time in a long, long time and is "acting out of recessionary impulses." He is scared to commit thus the percentage of Americans willing to buy a home is falling. He is living hand-to-mouth.

But, without the consumer, the overall economy will continue to falter, no matter how unrealistically bright the market numbers get. Our economic activity per person is shrinking, as is the rest of the world's, even as currency loses value.

Around the globe, consumers are in accord on this point. They can all see what the stimulus activities by their central bankers have done in their countries and are turning their backs on spending much beyond "immediate needs."

How long can governments, even America's, survive economy-killing tactics of the central banks? Maybe longer than anticipated but shorter than hoped for.

Tough choices await but the consumer has already weighed in. He is living in fear and his spending practices show it.

Walmart spokesperson Amanda Henneberg has released the following:

With the assistance of contractors and mechanical engineers we have undergone a comprehensive process to identify the plumbing repairs and upgrades the store will receive. We are now ready to begin requesting some of the initial permits that may be needed to begin demolition for the work required while we finalize the design plans for submittal to the city for review. We still anticipate reopening the store within the next six months, in time for the holiday season.
Given the unique circumstances of the temporary closure, we continue to focus on our associates and have added benefits and made a series of policy exceptions, including identifying transfer opportunities for more than half of the associates who have requested to continue working at local area stores, offering severance pay for part-time associates and committing to return associates to the same rate of pay or higher if they are rehired for the same job.
